Job Summary:

As the project lead you would supervise an internal team as well as engage with stakeholders to develop and deliver a project. The GIS Project Manager guides a team to effectively and efficiently utilize best practices for GIS data management, data processing and analysis to identify and solve business problems for our customers.  The GIS Project Manager drivesprojects through the implementation of industry-leading GIS solutions as well as ensure that all projects are delivered successfully.

Supervisory Responsibilities:

Duties/Responsibilities:

Provides GIS guidance and support to the team and demonstrates ownership of GIS-related opportunities and challenges.
Review and analyze the effectiveness of existing systems and develop detailed functional specifications for improving or further leveraging these systems. Identifies client organization’s strengths and weaknesses and suggested areas of improvement.
Leads, coordinates, and manages GIS implementations; participates in the design of new GIS analysis methodologies, applications, and strategies; and establishes and implements policies, procedures, objectives, and technologies.
Supervises and mentors staff, including assigning tasks, reviewing employees’ work processes and products, giving performance evaluations, and recommending disciplinary action.
Coordinates GIS workflow, including receiving requests from user departments, prioritizing them and coordinating projects between departments and GIS staff to ensure completion of assignments.
Coordinates or interacts with decision makers, system owners, and end users to define business and systems goals. Recommends efficient business and operational systems and technological solutions in support of core organizational functions, business processes and policies.
Coordinates with IT staff to ensure systems are configured optimally and are properly backed up.
Administers central repository of mapping data to ensure organization and maintenance of data structure and the least disruption in application availability.
Builds practical geospatial solutions and workflows to support land development policies, utilities, engineering, and emergency response.
Demonstrates excellent communication skills, both orally and in writing as well as analyzes and prepares technical reports and analysis documents.
Ensures compliance with the overall objectives of the County’s strategic plan and ensures that target dates, goals, and objectives are achieved.
Prepares status reports in a timely manner, makes presentations, and/or coordinates demonstrations of UtiliSource’s programming applications as necessary.

Education and Experience:

A bachelor’s degree in GIS, Computer Science, or a related field from a four-year college or university preferred
3-5 years of professional GIS experience in the utility sector is also preferred.
Proficient knowledge and experience with ESRI software
Knowledge of computer applications and functions including, but not limited to:

Microsoft Word, Excel, and Outlook, ESRI, CAD, and other related software

Spatial analysis and geoprocessing tolls expertise (geocoding, linear referencing, routing, networks, CAD-GIS interaction, metadata, symbology, web-based mapping applications, WMS/web services.)

Physical Requirements:

Prolonged periods sitting at a desk and working on a computer.
Vision to allow prolonged periods of computer work
Vision to allow differences in colors, shades and brightness
Light to moderate lifting is required
Must be able to bend, stretch, kneel, and squat to use different types of office equipment
Regular, predictable attendance is required
Must be able to tolerate moderate noise (business office with computers, phones, printers, and light traffic)
Ability to work in open workspace with others
Class E license preferred
Must be able to traverse all necessary terrain at a job site
